Devin is a Principal and Cofounder of Houseal Lavigne Associates and is a nationally recognized leader in the field of urban planning, known for his innovative approach to technology integration, urban design, physical planning, graphic communication, development visualization, and GIS.

Devin received his Bachelor’s degree in Urban and Regional Planning from Ryerson Polytechnic University in Toronto, Ontario. Prior to cofounding Houseal Lavigne, Devin held senior management positions with major Chicago planning firms and worked in local government in parks and recreation management. Devin is an adjunct lecturer at the Urbana-Champaign and Chicago campuses of the University of Illinois, and is co-creator of “Planning Prep”, a free resource that helps planners prepare for AICP certification. Devin is also a SketchUp Visiting Professional (VPP) – one of twenty recognized experts available to lecture about the use of SketchUp.

Devin pioneered the use of maps for interactive public engagement with his Esri-based “map.social” program. map.social is an online mapping engagement platform that has been utilized in over 180 projects across the US and abroad and has been customized to facilitate effective engagement unique to each community. In Flint, Michigan, Devin created a series of 3D renderings that depict entire neighborhoods defined by a visualization “place type” tool. Rather than focus on land use classifications and traditional regulations, Flint’s “place types” recognize that people see their neighborhood as a place, not a zone. As a result, the tool generated greater participation and elevated the conversation about the strategic actions and land use policies the community can use to achieve its goals.

Devin received his Bachelor’ degree from the School of Urban and Regional Planning at Ryerson Polytechnic University in Toronto, Ontario.
