Bloomington Unified Development Ordinance (UDO)

The City of Bloomington underwent the process of creating a new Unified Development Ordinance (UDO) and official zoning map to better align City ordinances with their recently adopted Comprehensive Plan. Directed by Houseal Lavigne, the new UDO, which combines zoning and subdivision ordinances, aims to foster the use and development of land in a manner consistent with the City’s social, environmental, economic, and community character goals and objectives. Through GIS analysis of parcels and districts city-wide, the City was able to craft standards to eliminate most of the nonconforming properties and considerably reduce the need for variations to accommodate property improvement and reinvestment. New district and use standards, enhanced design and development standards, and improved administrative procedures allowed greater development flexibility while improving the overall quality of “as-of-right” development.
