
Industrial revitalization and the potential for a new highway interchange prompted the Village of Riverdale to commission the development of the 138th Street Corridor Plan. The Principals of Houseal Lavigne Associates prepared a Corridor Plan that accommodated the transition from intense industrial development at the west end of the corridor to a residential neighborhood at the east end of the corridor. Large scale industrial development was positioned in the Plan to take advantage of existing rail and infrastructure amenities, as well as the proposed highway interchange. Design guidelines were created to ensure that new development maximized functionality as well as an attractive appearance along the corridor. Retail and service uses were strategically located and designed to provide transition into established and revitalizing residential neighborhoods.
