The Village of Winfield's Downtown Marketing and Capacity Study focused on a two-pronged approach - 1) a detailed market assessment identifying the type, size, mix, and intensity of viable development potential within the downtown, and 2) a site-specific planning and design component to visualize and plan how desirable and market supported uses could be developed within specific areas and properties in the downtown. The Village's downtown centers around an existing Metra commuter station and the Central DuPage Hospital. Despite the fact that many plans and a Tax Increment Financing (TIF) District have been created for the Town Center, the area has seen minimal growth and reinvestment. The Downtown Marketing and Capacity Study was created to assist in the areas' revitalization by providing market analysis for commercial and residential development potential within the Town Center. The Study, directed by Houseal Lavigne Associates, also examined traffic, circulation, access, and parking within the downtown and surrounding areas, with a focus on commuters and transit operations. Accommodating retail uses and urban style residential housing was a priority. A close working relationship was established with transportation agencies including RTA, Metra, and Pace, resulting in a process and Plan that maximizes the potential of existing and proposed community amenities and transit facilities.
