Development Review

In a previous capacity, senior staff of HLA conducted a review of the development plans and proformas for two major residential developments in the downtown Wheaton. As part of the process, a residential market analysis was conducted in order to verify projected price points and absorption. Development costs were quantified and the need for Tax Increment Financing (TIF) assistance was estimated. Findings were utilized by City staff in negotiating an agreement with the developer.
