What is a Comprehensive Plan, anyway?
The Comprehensive Plan outlines policies for the physical growth and development of the community over the next 15 - 20 years. The document includes maps and other tools that show what kind of development should be located where. It also includes a set of guiding principles based on values residents believe the City should adhere to as the City grows and develops.
Decision makers, like Plan Commission and City Council, use the maps and principles found in the Plan when reviewing proposals to determine what development is appropriate and where it should be located.

Summer 2007 - Complete Layers Map
Fall 2007 - Sustainability Workshop held with City Council and Plan Commission
Spring/Summer 2008 - Compile info for Existing Conditions Report, website, PLACES survey and public outreach
Fall 2008 - Begin Fiscal Impact Analysis. Fiscal Sustainability Workshop held with City Council and Plan Commission. Launch PLACES survey.
Winter 2009 - Launch "Champaign Tomorrow" website. Complete Growth Area Analysis showing where we can currently serve development. Speak to local organizations to publicize "Champaign Tomorrow"
Spring 2009 - Use input from PLACES Survey to develop Vision & Guiding Principles. Promote project through public presentations.
Summer 2009 - Conduct Vision & Guiding Principles Survey. Results will be used in finalizing Future Land Use maps and draft document.
Fall/Winter2009-2010 - Develop Future Land Use Maps and Action Items. Draft Future Land Use Maps will be posted to this site for review in early 2010. Following review period, Action Items will be posted for review.
Late Winter/Early Spring 2010 - Draft document will be posted to this site and submitted to Plan Commission and City Council for review and adoption.
