| July 1, 2009 Public Meeting A public meeting will be held on July 1, 2009 at 7pm at the City of Jackson City Hall. The purpose of the meeting will be to present the Preliminary Land Use Plan, Transportation Plan, Environmental Features and Open Space Plan, and Community Facilities Plan components of the City's new Comprehensive Plan. This Existing Conditions Report presents the current conditions, issues and opportunities that exist within the City of Jackson and its planning area. The information contained within this report is based upon research that has been gathered and analyzed by the Consultant Team with assistance from City Staff, the Comprehensive Plan Advisory Committee and several other groups, organizations, businesses, and residents who have contributed their thoughts and ideas about the City of Jackson. Information included in this report was also obtained from field reconnaissance undertaken by the Consultant Team in and around the City beginning in the fall of 2008.
Purpose of the Existing Conditions Report
The purpose of this Interim Report is to create a foundation, and starting point, by which the process and the community can move forward to update the City’s Comprehensive Plan. This base of knowledge highlights the needs, strengths, weaknesses, issues, opportunities, influences, existing conditions, and trends which should be addressed in the new Comprehensive Plan. The information gathered in this document will eventually be utilized to form the Plan’s vision statement, goals, and objectives for the Comprehensive Plan which will lead to detailed plans and recommendations for the City. |
| Visioning Session - Thank you! A special thank-you to all that attended the Visioning Session on March 24, 2009. The Consultant team is currently summarizing the information gathered at the meeting and is using this as one of the foundations for the creation of draft plans and recommendations. Within the next few months, these draft plans will be presented to the public to gather input and comments. |
| Community Visioning Session - March 24, 2009 A Community Visioning Session will be held at Jackson Middle School’s Library located at 1651 West Independence, on Tuesday, March 24, 2009 at 7pm. The Visioning Session will involve the Consultant Team, City Staff, elected and appointed officials, and members of the community. The session will include both large group and small group working sessions to review and discus conditions and potentials within the City. The large group will work together to identify issues and opportunities, and the small “breakout” groups will work together to develop “visions” for the future of the community. It will conclude with general agreement regarding the long-term role and character of Jackson and the projects and improvements that will be desirable in the future. |
| Thank you for attending the February Focus Groups! Four Focus Group Workshops were conducted for different topical areas of the community. The purpose of the Focus Groups was to allow for a more detailed discussion and examination of the issues and concerns pertaining to different geographic areas or concerns of the City. The Focus Groups allowed the Plan to better address, in more detail, the unique and most important issues facing the different areas of the City. Focus Groups discussions occured with property owners within the following geographic areas: Uptown, East Main Street, Jackson Boulevard, and Highways 61/25. |

PLANNING FIRM CONTRACTED TO PREPARE COMPREHENSIVE PLAN
The City of Jackson has contracted the planning firm of Houseal Lavigne Associates, LLC of Naperville, Illinois to complete the city’s next Comprehensive Plan. The Comprehensive Plan is a necessary long-range planning tool crucial to guiding the city’s growth, development, and redevelopment. Development of an effective plan relies on the input and participation of city residents, business persons, and city officials. Citizen input will be needed to help define critical issues, establish a community vision, and formulate planning ideas.
Houseal Lavigne Associates was selected for their successful and award-winning experience with communities ranging from large metropolitan areas to small rural communities, for their strong emphasis on community input, and for their ability to incorporate citizen input into a plan that uniquely defines the character of a community.
The firm will work with the City to establish a vision for the future of Jackson and to develop recommendations regarding land use; development and redevelopment; transportation; circulation and parking; community facilities; open space and environmental features; and plan implementation.
The Comprehensive Plan project, budgeted for the 2008 calendar year, will begin immediately and is expected to be completed within the next twelve months. During this time the city will be actively soliciting public participation through presentations, public meetings, focus groups, surveys, and interviews. Progress updates and online surveys will be posted throughout the process on the city’s official website at www.jacksonmo.org. All Jackson residents and business persons are encouraged to provide their input.
