        <![CDATA[<p>The March 2011 issue of Zoning Practice (American Planning Association) was authored by HLA Senior Associate Doug Hammel, and describes some key considerations in drafting effective design guidelines or form-based regulations. This blog posting is a "cheat sheet" version of that article. To obtain a copy of the full article, visit the <a href="http://www.planning.org/zoningpractice/index.htm"><font style="font-size: 0.99em;">American Planning Association.<br /></font></a></p><p><font style="font-size: 1.24em;"><strong>What are design guidelines...or what AREN'T they?<br /></strong></font>It is important to remember that design guidelines should articulate an attainable product within the given local context. Creating standards based on "ideals" or models imported from other communities can often lead to incongruity with lot conditions, market realities, or the local vision. Within that framework, they can range from adopted regulations (i.e. form-based code), binding based on certain conditions (i.e. incentive-based) or simply advisory but non-binding.<br /></p><p><font style="font-size: 1.25em;"><strong>Understand the users and administrators.<br /></strong></font>Too often, stakeholders want to start the process by debating over the minutia of design. But it is necessary to first think about who will be administering and interpreting the design standards. This will also help determine what kind of end document is necessary and how the standards should be written and illustrated. Will the guidelines be regulatory, incentivized, or advisory? Will municipal planning staff, the Planning Commission, or a Design Review Board determine conformance? To what degree will standards be negotiable? The answers to these and other questions create the nuances necessary to locally implementable standards.<br /></p><p><font style="font-size: 1.25em;"><strong>Determine what the guidelines should address.<br /></strong></font>Guidelines can cover a broad range of topics; private development to public realm, general site planning to architectural details and materials, sustainability, etc. An understanding of local priorities and shortcomings of existing policies can help determine the most appropriate role for design standards. This comes from previous plans, focused visioning, and a "compatibility test" of how zoning regulations align with development goals for a specific area.<br /></p><p><font style="font-size: 1.25em;"><strong>Test, test, test!<br /></strong></font>Block sizes, parcel dimensions, traffic patterns, and several other factors vary between neighborhoods and communities. Design concepts must be tested on actual parcels in order to ensure that 1) what is being asked is possible, and 2) the proposed standards and metrics result in the desired outcome. As many scenarios as possible should be considered; mid-block versus corner lots, alley versus street access, single-story retail versus mixed-use, etc. The result will be standards that are calibrated to local conditions, rather than those inappropriately imposed on existing lots.<br /></p><p><font style="font-size: 1.25em;"><strong>Make an engaging and informative document.<br /></strong></font>Design guidelines can come in different packages, and packaging should be determined by how they are used. If they are advisory, they may use few specific metrics and more illustrations to convey an anticipated outcome of development. If they are regulatory and administered as part of zoning entitlement, they must express clear measures of conformance and be defensible against litigation. If the administrators have no formal training in design, they must clearly convey design elements and metrics and remove undue interpretation. Whatever the case, the balanced use of carefully crafted language, metrics, and graphics is essential. The intent may be sound, but if it is not clearly communicated, the guidelines will go unimplemented.<br /></p><p><font style="font-size: 1.25em;"><strong>Coordinate other development regulations and policies.<br /></strong></font>It is shocking how many communities will undertake the process of drafting design guidelines only to leave in place development regulations that contradict their intent. Something's gotta give. Either the design guidelines must stop short of trying to "fix" characteristics not permitted by zoning, or the zoning regulations must be amended to enable the desired design condition as expressed in the guidelines.&nbsp; Either way, ending up with contradictory policies results in ineffective guidelines.<br /></p>

        <![CDATA[<p>Gas stations. They're everywhere. They are as critical a component of infrastructure as schools, parks, and sewer treatment facilities. Their functional and design elements - signage, lighting, site access, etc. - have a profound impact on the character of our most visible corridors. So how can this necessary piece of the puzzle complement, or at least not deter from, local character? Let's look at a few examples.<br /></p><p><font style="font-size: 1.24em;"><strong>The Good<br /></strong></font></p><p>This example is from East Lansing, MI. It demonstrates several site and building design characteristics that help it blend in with the commercial corridor, rather than being an eyesore competing for attention:<br /><font color="#000000" size="3" face="Times New Roman">

</font></p><ul><li>The pumping stations are located to the rear of the site with the primary building toward the front corner, bringing vehicular access away from the intersection.<br /></li><li>The public sidewalk that is less disrupted by curb cuts (about one-quarter to one-third of the total lot frontage).<br /></li><li>Cross-access is provided to the lot to the east, removing the need to enter back into traffic to go next door.<br /></li><li>Signage is very low, and the building and front yard landscaping screen the pumping canopy and light.</li></ul><p>And despite this design approach, people still find the pumps!<img style="margin: 0px auto 20px; text-align: center; display: block;" class="mt-image-center" alt="Gas Stations-good.jpg" src="http://www.hlplanning.com/hlablog/Gas%20Stations-good.jpg" width="600" height="189" /></p><p>&nbsp;<font style="font-size: 1.25em;"><strong>The&nbsp;<strike>Bad </strike>Typical<br /></strong></font></p><p>This is an example of a typical Chicago corner gas station. In this instance, the character of the development is more compromised for the sake of the automobile, although the urban setting dictates that the surrounding pedestrian network is maintained.<br /></p><ul><li>The primary building is at the back corner of the site, and the pumps and canopy are front and center.<br /></li><li>Curb cuts occupy about two-thirds of the lot frontage, creating several vehicular/pedestrian conflict points (including at the location of a bus stop).<br /></li><li>A&nbsp;prominent monument sign is located at the primary corner, with another sign located at the southeast corner of the site.<br /></li><li>Alley access is completely unutilized and the glowing lights of the canopy impact adjacent residential development.<br /></li><li>Property edge landscaping and fencing provide at least some delineation between vehicular areas and the public sidewalk.<br /></li></ul><p>As a whole, this development model does the minimum required in terms of the overall functionality and character of the corridor.<img style="margin: 0px auto 20px; text-align: center; display: block;" class="mt-image-center" alt="Gas Stations-typical.jpg" src="http://www.hlplanning.com/hlablog/Gas%20Stations-typical.jpg" width="600" height="192" /></p><p>&nbsp;<font style="font-size: 1.25em;"><strong>The Ugly<br /></strong></font></p><p>This gas station (location removed to protect the guilty) demonstrates perhaps the worst practices in gas station development:<br /></p><ul><li><font style="font-size: 1em;">The canopy is located almost to the front lot line. This results in one continuous curb cut along the entire front yard.<br /></font></li><li><font style="font-size: 1em;">Site access is both unclear and unsafe, as newly filled vehicles pull into traffic and arriving vehicles seek an open bay.<br /></font></li><li><font style="font-size: 1em;">The canopy is so prominent that, from the southern approach to the site, the large monument sign is not even visible.<br /></font></li><li><font style="font-size: 1em;">Though there is access to the side street to the north of the site, it is unused because access from the primary arterial is uncontrolled.<br /></font></li></ul><p>In this case, there is no consideration for the pedestrian network or the overall character of the corridor.<img style="margin: 0px auto 20px; text-align: center; display: block;" class="mt-image-center" alt="Gas Stations-bad.jpg" src="http://www.hlplanning.com/hlablog/Gas%20Stations-bad.jpg" width="600" height="197" /></p><p>As planners, we must remain realistic about what can be expected of development. It is probably unreasonable to think that gas stations will ever recreate the character of our intimate town centers. However, a better product can be realized with relatively simple standards for site planning and access, signage, lighting, and landscaping. I mean, if we're going to be paying $5 a gallon, we at least deserve that much!</p>]]>

Citizen participation is vitally important in the community planning process and residents are an important resource and essential for identifying the issues, needs, priorities, opportunities, and aspirations of a community. </p>
<p>However, there are several important outreach considerations that are often overlooked by "experts" and novices alike.&nbsp; The better you understand the following the better and more effective your outreach will be. </p>
<p><strong><font style="FONT-SIZE: 1.56em">Neighbors informing neighbors...<br /></font></strong>It is not uncommon for some residents (or officials for that matter) to think they know all the answers...what is most important for a city to address.&nbsp; However, the range of issues and possibilities begins to expand when neighbors learn from one another.&nbsp; As important as it is for planners, staff, and officials to hear what residents think is important, it may be more important for residents to hear what their neighbors think is important. This simple process expands how a community is viewed by its residents and allows individuals to see their community from a new and broader perspective. Remember, this is one of the most important benefits of effective citizen participation...an open dialogue that expands the insight and understanding of community residents...a process that lets residents hear directly from other residents.</p>
<p><strong><font style="FONT-SIZE: 1.56em">Business owners are "residents"...<br /></font></strong>Remember, business owners, property owners, and business managers should be all be considered residents, whether the individuals live within the city or not.&nbsp; Business and property owners are one of the more consistently excluded groups from traditional outreach.&nbsp; Business owners have a unique and important perspective, often having a list of needs and issues not known to or understood by most residents.&nbsp; Without business and property owners, cities couldn't function or exist.&nbsp; Make sure you reach the business folks directly.&nbsp; Have a workshop just for them.&nbsp; Have it in the morning before 9:00 a.m.&nbsp; Give them lots of coffee and some bagels.&nbsp; Be efficient with their time and get them back to their businesses in a timely manner.&nbsp; If they are like most business owners, they always thinking about what would make their businesses better.&nbsp; Make sure you know what is important to them and what would make the community more business-friendly and supportive.</p>
<p><strong><font style="FONT-SIZE: 1.56em">But what about the children...<br /></font></strong>So much of our community is geared toward the kids, but when was the last time your city asked children what should be done to improve things.&nbsp; You'd be surprised at how insightful kids can be.&nbsp; Trust me, they'll come up with ideas no adult ever thought of...and some of them are pretty good ideas.&nbsp; Reach out to the schools. Outreach to kids for city initiatives makes a great civics lesson.&nbsp; Teachers love it and kids appreciate distraction from math lessons.&nbsp; It might not be as much fun as a field trip, but it's more fun than a substitute teacher.&nbsp; Kids view their world in a totally different perspective and it's a perspective you need to understand. Be creative!</p>
<p><font style="FONT-SIZE: 1.56em"><strong>Cast a wide net...<br /></strong></font>The widest possible range of community input should be sought in the planning process. Drawing in the values and sensitivities of a broadly-based constituency ensures that all interests are represented in the evaluation and decision-making process. Use several mediums and outreach formats to maximize participation - face-to-face, on-line, one-on-one interviews, small groups, large groups, open houses, formal presentations, local television, radio, newsletters, surveys, work with established groups (chamber, historic preservation society, friends of the river, downtown business association, schools, whoever is appropriate, available, and willing). Be creative.&nbsp; You can't make people participate, but you should give them every possible chance to participate. Simply having the token "community meeting" is not enough. Trust me, it will pay off in the end when the plan has a broad base of support from a wide range of constituents.&nbsp; </p>
<p><strong><font style="FONT-SIZE: 1.56em">Circle back...<br /></font></strong>If residents take the time to participate, they deserve some follow-up.&nbsp; Circle back after each outreach activity with a "thank you" to those who participated and a summary of what took place and what was accomplished.&nbsp; Provide a summary or overview of the results in a newsletter or on-line.&nbsp; This is a simple tactic that makes a big difference.&nbsp; We're not talking about a personal letter to everyone who participated, just an article, a memo, an on-line post, something that acknowledges, informs, and thanks residents for giving their time and letting everyone know what took place.</p>
<p><strong><font style="FONT-SIZE: 1.56em">Make it fun...<br /></font></strong>If outreach is boring, disorganized, and poorly run and managed, people will not participate.&nbsp; They may come to the first meeting, but they won't be back. And rather than building support for the plan, you may actually be building animosity toward the plan and process.&nbsp; Make outreach fun, but keep it well managed.&nbsp; Use creative and effective techniques such as key pad polling, design charrettes, small break-out groups, and more.&nbsp; Even large group workshops should be engaging, fun, and relatively informal.&nbsp; The key is to engage residents and have them participate, not just show up and sit there.&nbsp; Make it fun and informative for them and they'll show up next time...and maybe they'll bring a friend.</p>

        <![CDATA[I traveled through time last night, driving along Ogden Avenue in <a class="zem_slink" title="Naperville, Illinois" href="http://maps.google.com/maps?ll=41.7480555556,-88.1655555556&amp;spn=0.1,0.1&amp;q=41.7480555556,-88.1655555556%20%28Naperville%2C%20Illinois%29&amp;t=h" rel="geolocation">Naperville</a>. I started my trip heading westbound at Naper Boulevard. According to the digital readerboard at the CVS the time was 7:06 and it was 79 degrees. A mile west, 7:02 (and a degree cooler) courtesy of Dick Portillo. I contemplated heading to Yorkville to play the previous night's lotto, but once I reached Washington Street, a local bank reported it was 7:13 - the future, which by the way, is warmer...80 degrees.<br /><br /><font style="font-size: 1.25em;"><b>Time Travel Theory 1</b></font><br />A wormhole exists along a section of Ogden Avenue and the micro-climates throughout the corridor may hold the key to global warming.<br /><br /><font style="font-size: 1.25em;"><b>Time Travel Theory 2</b></font><br />The Vegasification of Ogden Avenue and its cheap "<a class="zem_slink" title="Lite-Brite" href="http://en.wikipedia.org/wiki/Lite-Brite" rel="wikipedia">Lite-Brite</a>" like signs don't sync with a World Clock and have differing thermostats.<br /><br /><div style="margin: 1em; width: 250px; float: right; display: block;" class="zemanta-img mt-image-right zemanta-action-dragged"><a href="http://www.flickr.com/photos/38102495@N00/2546125146"><img alt="LITE-BRITE" src="http://farm4.static.flickr.com/3180/2546125146_b7aaae638c_m.jpg" height="180" width="240" /></a><p style="font-size: 0.8em;" class="zemanta-img-attribution">Image by <a href="http://www.flickr.com/photos/38102495@N00/2546125146">jasoneppink</a> via Flickr</p></div>I'm skeptical about the need for LED readerboard signs. Forget about the fact that the resolution of these things is circa 1980. I don't think they are needed, not all of them anyway. A bank for instance, does not <i><b>need </b></i>a sign with current mortgage rates. Nobody is driving their car looking for low mortgage rates, and besides, your rates are the same as everyone else's - low. Portillo's...seriously, "Enjoy a Milk Shake".... this is why you wanted a sign, to get $2.35?<br /><br />If I'm wrong, and a business is a blown fuse away from bankruptcy and this sign is <i><b>so badly needed</b></i>, we don't need the time or the temperature. My estimate is about 99.9% of the cars on the road have clocks in them, and about 99.9% of the drivers have cell phones that tell time -&nbsp; - we know what time it is. The same goes for the temperature. Plus we can look out our windshields, or better yet, roll down a window. If you are looking to do a public service, then promote a community event. The <a class="zem_slink" title="Arcada Theater Building" href="http://maps.google.com/maps?ll=41.9136666667,-88.3120305556&amp;spn=0.01,0.01&amp;q=41.9136666667,-88.3120305556%20%28Arcada%20Theater%20Building%29&amp;t=h" rel="geolocation">Arcada Theatre</a> in Downtown St. Charles is promoting our August 31st Community Workshop on their marquess (and a theatre I might add, is a business that makes a good case for a readerboard sign).<br /><br />I think communities are overreacting to the "need" for these signs. We are in a recession, and everybody is doing a little less business. Compromising the appearance of our commercial areas to inundate motorists with useless information is not the solution. I would argue in the case of Ogden Avenue in Naperville, that if instead of&nbsp; more signs, these businesses spent a little more money on landscaping and improved the appearance and atmosphere of the corridor, Ogden would be a representative of Naperville and it would attract more business.<br />

freedom, Richard T. Ely. As an honorary society, it provides a forum for

sifting" of ideas takes place in an atmosphere of mutual respect.</p>
<p>Individuals who have made notable contributions to the study and 
ethical practice of <a class="zem_slink" href="http://en.wikipedia.org/wiki/Land_use" title="Land use" rel="wikipedia">land use</a> are invited to join Lambda Alpha 
International. Now numbering more than 2,000 members worldwide, Lambda 
Alpha International is an apolitical not-for-profit professional 
organization.</p>
<p><b><font style="font-size: 1.25em;">Organizational Goals</font> </b><br />
The Society's original goal of "fostering a closer association with 
academia and professionals involved with land economics and related

        <![CDATA[<p>Planning Mapper is a community issues mapping tool conceived as a means of broadening community outreach and providing a way for participants in a planning process to link their comments, thoughts and ideas to a geographic place in their community.&nbsp; It was created by Houseal Lavigne Associates' Principal and co-founder Devin Lavigne in 2006. The mapping tool that incorporates a widely available mapping engine (Google Maps) and transforms it into a planning process and allows residents, stakeholders and other participants to provide feedback and input tied spatially to an area or point. In essence the tool provides a way for any resident to create a map of their community, identifying their own issues, opportunities, weaknesses and threats. It is fun and engaging and represents a response to a fundamental shift in the habits and attitudes of residents who seek to do nearly everything online.&lt;/p&gt;</p>
<p><strong><font style="FONT-SIZE: 1.95em">Responding to Change<br /></font></strong>In just the last 5½ years our firm, Houseal Lavigne Associates, has conducted almost 100 different planning studies, 25 of them Comprehensive Plans. A critical component of each and every planning process is to conduct meaningful outreach with residents and stakeholders to ensure the plans, policies and recommendations are rooted in, and reflective of, the community's aspirations. As a consulting firm we cannot simply push our own agendas and thoughts, and address only what we feel are the community's priorities. To be successful a plan must be the product of the community, and respond to priorities and issues identified by its leaders, its residents, its businesses and its stakeholders through an effective and responsive outreach process.&nbsp; </p>
<p>The world around us has changed however, and the widespread use of technology is commonplace. The ability to communicate via the internet is expected.&nbsp; Social networking sites keep us connected to friends and colleagues, RSS feeds keep us connected to current events, and websites provide a portal to unlimited information.&nbsp; To be truly innovative and keep a planning process "plugged in", use of the internet must extend beyond surveys, questionnaires, and calendars.&nbsp; While these tools are effective and important, our mapping tool allows "charrette style" participation via the internet by providing the means for anyone from anywhere who has access to a computer to mark up a map, locate priority issues and areas, and create the narrative to go along with "their" map of "their" community - an aspect of digital outreach, that until now did not exist.&nbsp; This innovative tool allows a community to incrementally yet collectively identify and prioritize key redevelopment sites, problematic intersections, community assets, and much, much more.&nbsp; As an aid in the planning and outreach process, it is proving to be invaluable.&nbsp; </p>
<p>Easy to use, accommodating of detail, and geared to the individual, Planning Mapper is truly innovative and effective.&nbsp; In an age where people seem increasingly busy, greater efforts are required to effectively and creatively engage residents and other stakeholders.&nbsp; The Community Mapper is a leap forward in maximizing an individual's and a community's contribution to the planning process. <br /> <br /><strong><font style="FONT-SIZE: 1.56em">Moving Beyond the Browser<br /></font></strong>While the browser based mapping tool is effective for outreach, exporting the data to GIS facilitates a level of analysis that a planner may need to draw better conclusions and perform a more thorough analysis of data.&nbsp; Through a simple and intuitive process, point data can be exported as a text file and imported into GIS for presentation and analysis. Using the X and Y values, GIS can place points, projecting the data if necessary, in the GIS space where points were placed on the mapping tool. This GIS analysis provides the ability to analyze the points in any number of ways and built spatial relationships with other data, such as census data and parcel information. </p>
<p><strong><font style="FONT-SIZE: 1.56em">Overlays and Other Improvements<br /></font></strong>Throughout the tool's development it was rigorously tested for performance and bugs. Several rounds of beta testing was conducted within our firm searching for bugs and other issues. After several weeks of fixes it went live, but not before we improved upon the Google Maps online mapping system. We did this by adding a code compiler that allows us to add GIS data to the maps, making them more relevant and familiar to the users. Through a relatively simple process, GIS Data, such as municipal boundaries, zoning districts, park sites are overlayed on top of Google Maps information. Planning Mapper provides this functionality, converting ArcGIS Shape files (.shp) to KML files (.kml - KML Keyhole Markup Language for expressing geographic annotation and visualization on existing or future Internet-based, two-dimensional maps and three-dimensional Earth browsers such as Google Earth).</p>
<p><strong><font style="FONT-SIZE: 1.56em">An Adaptable Tool for&nbsp;any Type of Study<br /></font></strong>Planning Mapper was not created with any one project in mind - it was built with every project in mind. Limited by only the geographic coverage of Google Maps, Planning Mapper can be customized to be used in any type of planning study and then some.&nbsp; Each project can be customized with its own type of points and legend, boundary, title, description, and overlays. To date the tool has been used in a variety of projects, in several different states.<br /></p>]]>

<p><strong><font style="FONT-SIZE: 1.25em">inFORM's Description of the Project</font></strong></p>
<p>The renovation of an eleventh floor suite in the 1926 Art Deco Metropolitan Building, located in the heart of the Chicago theater district, provided a unique opportunity for the insertion of a progressive planning &amp; urban design firm looking to increase their profile within the city of Chicago.&nbsp; An intervention of translucent acrylic, aluminum, stained MDF &amp; birch panels generates the presence of entry while preserving the found condition of the existing suite; previously concealed below aging ceiling tile and threadbare carpeting.&nbsp; The office thrives in an open collaborative setting, wrought with experimentation of tectonics and materials.&nbsp; The reduction of public|private separation to its most essential condition permits the translation of the environment into a simple container for programmatic insertions; comprised primarily of furnishings.&nbsp; Workstations allow for considerable layout flexibility and are supported with moveable storage cabinets and desk mounted shelving.&nbsp; Aluminum, birch and MDF engage in an expressive dialogue in the detailing of the workstations, team table, conference table and reception millwork.&nbsp; Formal articulation of the space responds to the functional requisites of the people and equipment, manifesting in an intended space for the practice of community planning and design.</p>

Whether it is repairing potholes on Main Street, building a new park, or developing alternative housing,&nbsp; increasing the livability of one's community depends heavily on funding for such projects. Writing the most complete and persuasive grant proposal that one can is undeniably important for communities as they seek to provide the highest quality of life for both their residents and visitors alike. </p>
<p><font style="FONT-SIZE: 1.25em"><strong>Best Practices</strong></font></p>
<p>All grant-awarding foundations and agencies are seeking candidates that meet a very specific set of predetermined criteria. Knowing what these agencies are looking for, as well as communicating clearly how you meet (and exceed) their criteria, is the first step in securing grant funding. Below is a list of tips to aid in that process.</p>
<ul>
<li><strong>Be aware of available funding opportunities</strong>: You cannot apply for grants that you don't know about! Follow the links provided below to start your search for available funding.<br /></li>
<li><strong>Follow directions</strong>: Many proposals skip steps and cut corners despite very clear instructions. These are the first proposals to get cut.<br /></li>
<li><strong>Imitation is the most sincere form of flattery</strong>: Research past awardees. Many agencies will be happy to give you a copy of past winning proposal. This will give you an edge in drafting a successful proposal.<br /></li>
<li><strong>Communicate the long-term benefits of your proposal</strong>: Describe the long-term, sustainable benefits that will come from the grant funding.<br /></li>
<li><strong>Communicate your strengths:</strong> Grant-awarding agencies are only going to award funding to the best qualified and capable applicants. Communicate your municipality's capacity to implement and manage the funding effectively.<br /></li>
<li><strong>Write clearly:</strong> Clear and concise writing is a must for winning proposals. There should never be any question as to what you intend to do and how you intend to do it if awarded funding.<br /></li></ul>
<p><font style="FONT-SIZE: 1.25em"><strong>Sources of Funding</strong></font></p>
<p>Sources of grant funding vary widely. Grants can be given by Federal, as well as State Governments, corporations, private foundations and individual donors. According to governmentgrant.com, there 26 Federal Grant-making agencies that offer over 1,000 yearly grants that span the fields of housing, education, small business, community development, among others. State grants are also a great funding source. States offer their own grants as well as act as an allocator of federal grant funding. While these government grants are a great source of funding, because of their notoriety, they are often the most competitive sources of funding. Government grants are set by legislation and are made available to a wide range of applicants. Additionally, government grants are more likely than other types to be large in size. However, government grants do tend to be more bureaucratic which often results in lengthy and complex application processes. </p>
<p>An alternative to government grants are corporate, private foundation and non-profit organization grants. Corporate and private sector businesses often award grants and do so out of their own pocket. For that reason, when applying for these grants, it is a good idea to express how the funding will be used to benefit both your cause but also their bottom line. In addition to private foundations, non-profit organizations also award grants. They are able to do so as a result of fundraising efforts as well as through individual donations. If your municipality can identify a non-profit organization that awards grants and has goals that are in line with those of your community, they can be an excellent source of funding. As opposed to government grants, private sector grants are more likely to focus on emerging issues and can be less competitive. However, these grants are less likely to cover a projects full costs or indirect costs and are generally smaller than government grants. </p>
<p>In addition to being a source of grant funding, the private sector can also play an integral role in municipalities receiving grant funding. The private sector's role in this process is becoming commonplace as municipalities embrace the expertise and efficiency many firms can provide to their clients.</p>

I promised someone after the session that I'd post the list on our blog.&nbsp; So below, as promised, a list of some of the grants and grant programs that are available to fund trails. <br />
</span><p>&nbsp;<img style="margin: 0px 0px 20px 20px; width: 190px; float: right; height: 651px;" class="mt-image-right" alt="trails.jpg" src="http://www.hlplanning.com/hlablog/2011/01/29/trails.jpg" height="722" width="355" /></p>
<p><strong><font style="font-size: 1.56em;">Illinois Transportation Enhancement Program (ITEP)<br /></font></strong>Designed to broaden the transportation focus from Interstate and Highways to making communities more livable.</p>
<p><strong><u>Match:</u></strong>&nbsp; Up to 50 % for right-of-way and easement acquisition costs, and up to 80 % for preliminary engineering, utility relocations, engineering and construction costs.&nbsp; </p>
<p>Examples of eligible projects include:</p>
<ul>
<li>Abandoned railway corridors for conversion to trails.</li></ul>
<p><a href="http://www.dot.state.il.us/">IDOT</a> announces application solicitation depending upon funding. Typically application cycles are every 2 or 3 years.</p>
<p><br /><font style="font-size: 1.56em;"><strong>Federal Recreational Trails Program <br /></strong></font>Created through the national recreational fund as part of ISTEA, this program provides funding for acquisition, development and maintenance of trails.</p>
<p><strong><u>Match:</u></strong> 80/20 ($200,000 maximum for development)</p>
<ul>
<li>Examples of eligible projects include:</li>
<li>Trail Construction and rehabilitation</li>
<li>Construction of trail support facilities</li>
<li>Property acquisition</li></ul>
<p>Submit applications to the <a href="http://dnr.state.il.us/">IDNR</a> by March 1 </p>
<p><br /><font style="font-size: 1.56em;"><strong>Bike Path Grant Program</strong></font> <br />Created to financially assist in acquiring, constructing and rehabilitating public paths and related support facilities.</p>
<p><strong><u>Match:</u></strong> 50/50 ($200,000 maximum) </p>
<p>Examples of eligible projects include:</p>
<ul>
<li>Linear Corridor Land Acquisition</li>
<li>Trail development/renovation</li>
<li>Bridging, signage, and support facilities</li></ul>
<p>Each application is evaluated on a competitive basis according to criteria set by <a href="http://www.dnr.illinois.gov/Pages/default.aspx">IDNR</a>.&nbsp; <br /></p>
<p><font style="font-size: 1.56em;"><strong>Open Space Lands Acquisition and Development Program (OSLAD) <br /></strong></font>A state-financed grant program that provides funding assistance to local government agencies for acquisition and/or development of land for public parks and open space. </p>
<p><strong><u>Match:</u></strong> 50/50 </p>
<p><strong><u>Maximum Amount:</u></strong> $400,000 for development, $750,000 for acquisition</p>
<p>Written applications must be submitted to <a href="http://dnr.state.il.us/ocd/newoslad1.htm">IDNR</a> between May 1 and July 1 of each year. </p>
<p><br /><font style="font-size: 1.56em;"><strong>Congestion Mitigation and Air Quality Improvement Program (CMAQ) <br /></strong></font>The CMAQ program funds transportation projects that help non-attainment areas meet the requirements of the Clean Air Act Amendment.</p>
<p><strong><u>Match:</u></strong> 80/20</p>
<p>Examples of eligible projects include:</p>
<ul>
<li>Bike and pedestrian projects</li></ul>
<p><a href="http://www.cmap.illinois.gov/">CMAP</a> holds an annual Call for Projects.</p>
