The Comprehensive Plan update for the City of Bristol, VA will create a blueprint for our future – a new Comprehensive  Plan that that will guide the City in its decision making for the next 10-20 years.

What is a Comprehensive Plan?

The Comprehensive Plan for the City of Bristol, VA will serve as the City’s official guide for land use and development over the next 10-20 years. It will be Bristol’s “road map,” detailing a long-term vision and policy agenda for important issues like land use, housing, parks, infrastructure, transportation, and more. Ultimately, the Plan will answer: “what should Bristol look like in 10-20 years and how to we get there?”

Virginia law (Virginia Code Section 15.2-2223) requires every county, city, and town to adopt a Comprehensive Plan for physical development within its jurisdiction. The City’s last Comprehensive Plan was adopted in 2002 and is considered out-of-date.

Is this Plan for both Bristols (VA & TN)?

No. This Comprehensive Plan is being created only for Bristol, VA. While the Plan will ensure cooperation and coordination with its neighbor and sister-city in Tennessee, that city is a separate jurisdiction and develops its own planning documents under Tennessee law.

Who is involved in creating the Comprehensive Plan?

The new Comprehensive Plan will be community-driven, and its vision and policy recommendations will be grounded in extensive community outreach. A Comprehensive Plan Advisory Committee (CPAC) made up of 8 residents will guide the planning process and oversee its development in partnership with the City and a consulting team.

Over the course of the next 16 months, residents and stakeholders will have many opportunities to participate in-person and on-line. Ultimately, the Comprehensive Plan will be approved by the City’s Planning Commission and City Council.

What are the contents of a Comprehensive Plan?

A Comprehensive Plan outlines the existing conditions of the City, describes future goals and objectives for development, and includes an action plan on how to achieve these goals and objectives. Bristol’s Comprehensive Plan will include plans for land use and development; a transportation, mobility, and connectivity ; open space, recreation, and environmental features; community facilities and infrastructure; and implementation.

The Plan will also include sub-area plans for two specific areas of Bristol. These two areas, corridors, and/or neighborhoods have yet to be decided. Sub-area planning allows for more detailed, site-specific analysis in areas deemed important by the community.

We already have other plans. What will happen to those?

Existing plans are an important part of the Comprehensive Plan process. These Plans will inform the Comprehensive Plan, and in some cases will be incorporated into the plan if the goals and vision are still consistent with the community’s aspirations.

When will the Plan start and when will it be completed?

The initial planning phases began in February 2015, with anticipated project completion in Spring 2016.

How can I get involved in the process?

It is important to get involved in all the Comprehensive Plan activities, from data collection, to community visioning and mapping, to creation of community goals and objectives.
